A booster is the cheap answer to a problem that otherwise needs a second compressor room. Instead of buying a high-pressure machine and running it from atmosphere, you feed the booster with air the plant already makes and only pay to compress the last stage. PET bottle blowing is the classic case, but the same approach covers pressure and leak testing, nitrogen boosting, and any process that needs a modest volume at a pressure the main system cannot reach.
